"The Dutch universities have with the publisher SAGE reached an agreement on open access. The agreement enables researchers to publish in open access journals from SAGE. Open access means that scientific information, such as journal articles, dissertations and books are free and available free online. With this agreement, the universities have open access publishing in part redeemed, allowing scientists to make their articles freely accessible to a wide audience without themselves having to pay extra for.  The agreement also agreed that access for scientists to SAGE journals is extended to 730 titles. Dutch scientists see their own items therefore be freely available worldwide and are given access to top of more traditional magazines to read articles that are not yet open access.  With several publishers such as SAGE, Wiley and Springer has now reached an agreement on open access. The only cross-beam is Elsevier. Thus, negotiations according to promoters labored . Gerard Meijer, chairman of the board of the Radboud University, trying to smooth the negotiations on behalf of the Dutch universities ..."

Right to open access laid down in Copyright Act - Universiteit Utrecht

"On 1 July 2015 the Wet Auteurscontractenrecht (Staatsblad 2015, 257; in Dutch only) became effective. In this alteration of the Copyright Law, via an  amendment  by MP Joost Taverne (pdf, 48kb) (in Dutch only), a condition has been included, stating that authors are now legally entitled to make the results of their research open access available if they so want.  The amendment is important for all scholarly authors employed by Dutch universities. The essence of the amendment lies in the fact that academic titles, completely or partly paid for by the government, may be published open access by the author after a reasonable period of time. This right cannot be relinquished by the author.   This means that university staff no longer have to lay down the right to publish open access in agreements with publishers. After the amendment of the law they have and keep this right automatically ..."
